Groundwork

You cannot remotely begin to compare Honduras to Costa Rica. Honduras does not have an educated population. It does not have a professional civil service. It has almost no competent political leaders. No great statesmen. It has less of a homogeneous culture. Its communities are vastly more isolated. The gap between the rich and poor is much greater. I could go on and on. Honduras is a dysfunctional democracy. Costa Rica is one of the most stable democracies in the history of the planet. Honduras has to first lay the social groundwork and establish trust among its people before it engages in huge construction projects that really just distract the country from having to deal with it’s core issues.See More
