In countries like Honduras that have broken, inefficient, poorly managed institutions, aid programs designed to be invested in development and poverty alleviation are instead used to keep these broken, inefficient, poorly managed institutions operational. So most of the aid never goes to the poor in the short-term or in the long-term. It simply feeds systems that should cease to exist in their current forms. It feeds a habit, much like drugs or alcohol feed drug addicts and alcoholics. The kindest thing to do is to simply quit feeding the habit.
