It is very difficult to peg Mr. Zelaya. One day he declares the Arias Plan a failure and starts taking about an insurrection and training his “peaceful militia” and punishing all the “golpistas”. Another day, he accepts the Arias Plan. I sense that he will say or do anything to be reinstated, particularly now that he senses the world is quickly growing tired of the Honduras story. I am not so confident that he will abide with what he agrees to, and I think that is also the sense of the interim government. One of the central problems has to do with trust.
